CIA, US Military Operating Inside Mexico’s “Drug War”

The Mexican government acknowledged Sunday that US intelligence and military officials are deployed inside Mexico, but refused to confirm details of a published report on their role in the country’s “drug war” for reasons of “national security.”

Mexico’s National Security Council issued a statement August 7 in response to a front-page article in the New York Times which reported that the Obama administration has sent “new CIA operatives and retired military personnel” to the country and is “considering plans to deploy private security contractors” in an effort to escalate the bloody war against drug cartels.

The Times article, written by Ginger Thompson, who was the paper’s Mexico City bureau chief for nearly 15 years, reported that the military and intelligence officials were operating out of a military base in the north of Mexico. The paper acknowledged that it was withholding the location of the base at the request of the US administration.

The Mexican government statement claimed that the US personnel “do not engage in any operations nor do they carry weapons”, and that their presence and activities were in keeping with “current Mexican legislation” and “full respect” for the country’s “norms and national jurisdiction.”

As the Times article made clear, however, the operation has been crafted by Washington and the right-wing Mexican government of President Felipe Calderon “to get around Mexican laws that prohibit foreign military and police from operating on its soil.”

Thus, in addition to agents of the CIA and the Drug Enforcement Administration, the operation includes the participation of civilian officials and “retired” military personnel from the Pentagon’s Northern Command.

The US military and intelligence operation has, according to the Times, “trained nearly 4,500 new federal police agents and assisted in conducting wiretaps, running informants and interrogating suspects.” In addition, “The Pentagon has provided sophisticated equipment, including Black Hawk helicopters, and in recent months it has begun flying unarmed surveillance drones over Mexican soil to track drug kingpins.”

Perhaps most ominously, the Times report cites former DEA officials as stating that Washington and the Mexican government are “considering a proposal to embed a group of private security contractors” inside an elite Mexican counter-narcotics unit that is carrying out many of the “kill or capture” operations against suspected drug traffickers. As the experiences in Iraq and Afghanistan with “contractors” such as Blackwater have shown, the use of such elements will inevitably spell a further escalation in the bloodshed that has claimed nearly 50,000 lives in the past six years.

The newspaper added that the US CIA-military “compound had been modeled after ‘fusion intelligence centers’ that the United States operates in Iraq and Afghanistan to monitor insurgent groups.”

The similarities with the counterinsurgency, “war on terror” operations being waged by the US in the Middle East and Afghanistan are also reflected in the thinking of Mexican officials quoted in the article. It cites one unnamed senior Mexican official as insisting that the US drug war intervention “can’t be a two-, three-, four, five- or six-year policy. For this policy investment to work, it has to be sustained long-term.” In other words, another “long war,” this one waged in US imperialism’s “backyard.”

Significantly, the Obama administration has named as its new ambassador to Mexico—his predecessor Carlos Pascual was forced to resign in March after embarrassing disclosures in classified embassy cables released by WikiLeaks—Earl Anthony Wayne, who was called back from Kabul, where he served as the deputy ambassador to Afghanistan, assigned to coordinate US policy with the NATO-led occupation force.

Mexican critics of the Calderon government, including attorneys’ associations, human rights groups and others, insist that the joint operation is being carried out in violation of Mexico’s laws and constitution and represents a fundamental surrender of the country’s sovereignty to its powerful imperialist neighbor to the north.

In its editorial Monday, the Mexican daily La Jornada stated that the Timesreport “confirms the flagrant violation of the national legal framework by foreign agents deployed on our territory, and even more serious, by Mexico’s federal authorities who have tolerated and even promoted this assault on national sovereignty and constitutional principles.”

The editorial went on to denounce US security “cooperation” as part of a “double game” in which Washington offers aid to the Mexican government’s “drug war,” while facilitating the flow of arms to the drug cartels and the profitable laundering of drug money by major US financial institutions.

The CIA-US military presence was also denounced by the National Association of Democratic Lawyers (ANAD). The organization’s president, Manuel Fuentes Muñiz, said that the Times report “reveals a heavy dependence of [the Calderon government] on the United States with respect to the investigation of crimes, in other words, colonialism in regard to criminal investigation and justice.”

The ANAD president added that the operation “is not only a demonstration of the governmental incapacity of the Mexican authorities in the struggle against transnational organized crime, but also a surrender of sovereignty and a shameless violation of the constitution.”

National Union of Jurists president Eduardo Miranda Esquivel said that the operation revealed in the Times report represented “a silent invasion of the national sovereignty by the United States government.” The Calderon government, he said was supporting the “economic, political, cultural and now police-military penetration and intervention by the United States in Mexico.”

The revelations concerning the secret CIA-US military operation came as the Mexican national legislature moved ahead with its consideration of a proposed new National Security Law which would provide a legal sanction for the kind of martial law operations—and the wholesale abuses of human rights accompanying them—that have been carried out by the Calderon government in the name of a drug war. On August 2, the Mexican Senate approved the legislation, and committees in the Chamber of Deputies subsequently endorsed it as well. It must still pass the full lower house.

The legislation, much of it similar to the Patriot Act imposed under the George W. Bush administration in the US as part of the “global war on terror,” would also facilitate electronic surveillance against Mexican citizens, warrantless searches and the detention of suspects without charges.

The legislation empowers the Mexican government to introduce martial law measures under conditions that “place in danger the stability, security, peace and order” of the country or any region, state or city within it.

These measures will inevitably be used not just in the so-called drug war, but also against resistance by the Mexican working class to the attacks on its living standards and basic rights.

The approval of the new law by the committees in the Chamber of Deputies was condemned by Javier Sicilia, the leader of the Movement for Peace with Justice and Dignity, which had initiated discussions last month with the legislative branch with the aim of blocking the repressive measures.

Sicilia, a well-known poet whose 24-year-old son was killed with six other youths in Cuernavaca last March, has led marches and protests against Mexico’s violence and the government’s drug war policy.

In voting for the legislation, Sicilia said, the Mexican legislature was “approving a law legalizing a war that is imposed by the United States and is a source of so many tears and so much pain.”

The legislators, he charged, had acted out of “disdain for not just our 50,000 dead, our more than 10,000 disappeared and our more than 120,000 displaced, but it was also out of a disdain … for flesh and bone human beings who are living in our nation today, and who tomorrow, under the auspices of the law, will swell the graves of the dead and the criminals’ reserve army.”

The downfall of various criminals in the positions of magistery and gendarmery and procureurs in England and Russia and the United States and several other countries was a foregone conclusion as they had not only surreptitiously, but also quite openly flouted the law and any proper and lawful rule of law and conduct in court and all other related venues. The Mossad and their Sayanim were involved as they had a vested interest in all transnational drug dealing. One of their favorite ploys was to have the B'nai B'rith ADL type of "cooperation" dodge of a given country's and Israeli Military colluding together to help civilian "gendarmery" work in both countries; that of course was a total violation of law in general throughout the nations and the U.S. Constitution and all U.S. law banning the Military and foreign interference with U.S. civil activities on U.S. soil. Not to mention that the bribing and threats and collusion with the shadow dwellers in various positions who were on the take was absolutely unlawful. Moreover the outcome was predictable, drug dealers operated with impunity and only those dealers that weren't part of the "system" were ever bothered in any of those countries. The "system" had its origins in the Russian mob and in fact the original long time famous "French Connection" in Marseilles and was laced through and through with Israelis, including IDF Generals and Shin Bet and Russian Kahal and American gangsters and their accomplices.

While Rene and Hifumi were off chasing the transnational modern versions of the "French Connection" in Africa, this time, another one of the honest police was on the scene elsewhere. Paula was a devoted FBI agent and she HATED the corruption in society due to those who "called" themselves the "authorities." The "authorities" was a code word for transit connections of the Triad. They occupied all strata of society.

Paula had a full report on her desk from Rene on his and Hifumi's findings on Quickdraw. She mused over it, her notice drawn to where over a six year period from early 2005 to early 2011, various reports and survelliances on CuTee and his accomplices showed where he had blocked lawful complaints against him and his accomplices and promoted a protection and dealing racket with a firm he had a secret interest in and paid quite a number of corrupt attorneys in various positions to further persecute and threaten anyone who would reveal his muling activities based on his long career in Military Intelligence. She read with interest how Rene described in detail how this was not the lawful normal Military intelligence, but the shadow intelligence that corrupted a number of different nations' governmental agencies. CuTee had worked for and with the "authorities"- in reality the drug dealing transit connections of the Triad, and not a single actual lawful authority among them ever - for a long time.

"Dammit all," CuTee moaned in a small shrill voice, "Hardnose just doesn't back down, set him up again, to be killed this time. Get everyone involved to make sure it doesn't miss."

What CuTee didn't know is that he was being watched, by powers greater than this earth and also tracked by the honest police.

His days were self determined in ways he didn't understand at all. God was angry with him.

The second set up did not stop Hardnose from telling the truth. CuTee was now going for the third time, to kill Hardnose.

Rene and Hifumi were monitoring CuTee, both of them did not allow their natural disgust for CuTee to get in the way of their job of tracking him down and bringing him to justice. CuTee, the Military Intell Transnational "connections specialist" Senior Liason Officer, and bully, with his co-bullies, had corrupted, bribed and threatened and lied his way through things until now but Rene and Hifumi were of a different sort and could not be bought, threatened or coerced. They were monitoring the criminal activities of those who tailed and followed and harassed Hardnose and his family. They had the connection between CuTee and these criminals who were doing all they could to hurt and lie about and set up Hardnose and his family. A lot of people were going to go down real hard when they tried to pull off set up number three to hurt Hardnose; the documentation on it and monitoring, which included certain officials who thought they were above the law, would see to it.

CuTee, in between being called by his superiors who were angry with him for his complete failure to program and turn Hardnose, was complaining to anyone nearby that 23 years of immediate effort built on even earlier effort to make Hardnose an "asset," and none of it has worked at all, "what a waste of time, they should have left him alone," CuTee whined. CuTee was on the phone again, "I don't care that Drachenfrau (local codename) doesn't want to be dragged in, I want it done."..."What do you mean, no one takes me serious anymore, 30 plus years in Military disinfo from inside the Military and buying and selling people and contracts for hire, that is an impressive record I have, they better take me serious ... see if the Mossad has a Sayan locally..." The low life he was talking to hung up on him. His days were numbered, the firm and the local outfit that worked for the firm had enough of his bungling. They would handle things their own way. Hardnose wasn't their concern, CuTee was.

"Quickdraw. step out of the car," the voice said, "and come here." "I'm here, what do you want me to do?" CuTee said in a whining servile tone. "Take this plane ticket to this country and wait for instructions." He did ...he was never heard from again.

Hardnose or his real name, Etienne, and his family, lived in peace after that and devoted himself to religious prayer and teaching.

Rene and Hifumi pursued very successful careers in tracking down and arresting the transnational criminals they brought to justice and each of them married and had families and prospered.

Chapter five The second set up

"Get me Flannigan," Quickdraw whined into the phone, "he's got to help with 'Hardnose,' he is not backing down and keeps exposing us. Hardnose was the codename for someone who was never intimidated by the threats and subversion of everything Quickdraw touched in the neighborhood and everywhere else Quickdraw was involved with his transnational drug dealing and murder incorporated. QD (as his co-conspirators in the "business" called him or CuTee as his enemies mispronounced it on purpose due to his taste for young women in their twenties to forties, 20 to 30 years younger than his wife, even when she was present nearby) was beside himself, the whole mule operation was being revealed by Hardnose with CuTee's name and several others spelled out to make known what they were doing. Hardnose wasn't about to back down after a family member of his was poisoned to stop him from revealing a route the mules used and another family member threatened and attacked repeatedly.

Hardnose had been set up once before by CuTee. This set up involved many of the same people. CuTee was as predictable as he was limited, in both imagination and intelligence. CuTee tried his best to make up for it in lying, thieving and threats and attacks against people. One of his favorites was right out of a 1930's gangster film. CuTee would have someone sidle up to people CuTee was trying to intimidate and have the message delivered that, "hey, they got the means to really hurt you, now wait for what CuTee wants and you better do it." If that didn't work then the second message was, "well you know CuTee is 'sorry' he scared you, meaning they better be scared and do what he wants." If that didn't work then a physical attack came next. CuTee had attorneys in various positions to cover for him, some with authority that was of great use. Money could buy a lot, in a lot of places.

A government was about to be toppled where others had been toppled in the region earlier in the decade previous to that time. This time it was Libya. Colonel Qaddafi's days were numbered. Libya was about to be crushed. The exposing of the mules that would now be interfacing with the new dealing routes that would result was not going to be tolerated by CuTee's superiors. CuTee's head was on the chopping block if he allowed that.

"Get that woman in Canada real scared," CuTee snarled, "whatever it takes, and make Hardnose know that he and his family are next if he doesn't go inside while we do Qaddafi. We can't have him writing about our contacts locally or internationally." One of CuTee's associates said, "Hardnose won't, unless we grab him and make his family vulnerable where he can't protect them." CuTee replied smirking smugly now, "that's it exactly and use all the reach and money it takes."

Chapter four Quickdraw

Afghanistan and Iraq to Europe and to the Gulf Coast then from there to California to distribution points and from the triads in Asia to Canada and then to distribution points, with the alternate flows in nearly reverse directions in case of need. The newer form of the scheme was paying off quite well. The Okinawan Californian contact "Quickdraw" a Military mule and officer was particularly useful as he had been for quite a number of years, even decades. His intelligence contacts which had been groomed for him through years were a fluid channel for the goods.

Things fell apart in this well laid plan at times and cleanup had to be done. Just like the Japanese judge earlier who had been found shot in his chest in his car in his own driveway in the small town near the coast and Admiral Boorda shot in his chest in the Eastern United States, anyone who got in the way of the Triad, was eliminated. The judge had contacted Hifumi and was going to talk to him. Boorda was going to talk to a special Investigations agent.

Then September 11, 2001, the big coup planned and financed by the Triad and carried out by their minions, occurred. The perfect excuse to cover the Triad's tracks, past, present and future, into Afghanistan and Iraq and the whole Middle East. The drug trade had never been so good.

"Quickdraw" lived within a neighborhood of mules where two honest Navy Captains and an honest Marine Corps Brigadier General and another five individuals, all professionals in their honest decent occupations, had been removed, because they became aware of things and talked to people and would have exposed the Triad's activities. Doctors had been used to do the job on them. The "Sheik" was a little too obvious and he quietly moved away.

Quickdraw walked out on his driveway early one morning to get his newspaper. A light snow had covered the ground the night before, someone remarked. That comment visibly unnerved Quickdraw. It should have, for other reasons than the obvious icy cold winter weather one would infer from the comment.

Rene and Hifumi had been discussing Quickdraw and collecting information on him for quite some time. As the new millennium wore on, they continued to collect more. They were patient and meant to take him and a number of other criminals down real hard. They had both lost family and colleagues to the Triad's murderous ways. There was a bond between them that was as solid as iron.

Uthman and Bo Dai's falling out was predictable but severely impeded the flow of the goods. Bo Dai was dead but his daughter was well provided for. If you were owned by the Triad and were loyal to them, they would take care of you while you were alive.

The choppers were taking out huge loads which were then transported by several means, including ships and planes. It was mounting up to the $500 billion a year mark. Governments were toppled that got in the way at the snap of a finger. Three trillion dollars a year was the goal. People mistook the helicopters for lawful Military or Air America flights.

The East and West Coasts of the United States had natural import and export ports for shipping, both civilian and especially military, air and sea, including submersibles. All of this was perfect for the mules to transport the "goods." Military mules had their own neighborhoods where they congregated to live and where usually there was no danger of their being found out as to what they were. If the honest Police, including especially DEA and Military investigators, found out about the mules, it would be the end of the mules.

In France, Rene had been briefed about his Pacific Rim contact, a Japanese Police Officer, Hifumi. Hifumi was tough, loyal to the cause and as honest through and through as Rene. They were a good match, complimentary, in many ways. Hifumi was a combat Judo instructor and Rene a professional grade Savate practitioner.

They met in a California Japanese consulate. The meeting was professional and to the point, get the mules and the transportation methods for the "goods."

Particularly, they were told be careful of the Triad agent, codename, "Quickdraw." They were given what they needed to get him but warned he was as low and mean and dangerous as it gets due to his backup among the whole corruption in his area.

"Payoffs," of all sorts, were a way of life for the Triad. They had even done the most popular American President of the twentieth century, and made it a signature assassination that everybody could recognize and be warned by.

Chapter two Uthman

Andy had a counterpart in the Middle East by the name of Uthman. Uthman was as low as Andy and was particularly active in Damascus. There was a dancing girl there by the name of Layla who was his contact with the shadow CIA.

Uthman was calling to her, "Layla, come here girl, now."

Layla thought to herself, but didn't reveal what she thought ... just said "yes ... yes, coming."

Uthman wanted her to do for him and she obliged as usual.

Outside the night club was the bustle of traffic and a short Vietnamese man was walking toward the door of the club. His name was "Bo Dai" (a codename) Thieu and had business of a private nature with Uthman. They were both in the same trade. He was a colonel with the ARVN by day and something else by night and had contacts in Okinawa and China.

"Colonel Thieu," slyly with his hand barely extended, Uthman said quietly, "come in and have a seat." The two discussed their business.

Both Uthman and "Bo Dai" were managed by the shadow CIA part of the Triad. Their contact was an agent, a fat slimey grinning caricature of a mean fellow codenamed "Quickdraw." He was a Military mule who rose through the ranks from enlisted where he had stolen everything he could and sold out his country time and again for the plots of the Triad. Uthman was particularly under his thumb.

It was obvious to the Triad that the Asian triads were limited in their scope and usefulness and money making ability, even with the South American poppy fields grown and harvested by the shadow CIA to supplement the product brought in.

It was imperative to the plan to criminalize the entire justice system of the world with a new form of the Nazi stormtroopers to load up all societies with as many drugs and dealers and users as possible. Therefore Uthman and others like him were of crucial importance to the Triad since they were central to the biggest supply fields in the world from the Western Sahara to Pakistan and myriad fields in between.

In another part of the world, Rene was preparing for a briefing with his boss, a very dedicated Police Narcotics officer. Rene was a French Police officer who was part and parcel of the loyal honest police throughout the world who were united and organized in resistance to the Triad.

Uthman and Bo Dai did business as counterpoints in different places, but with banking that coincided in London and the Caribbean. It was this that worked to finally bring about their confrontation on an island off the coast of Florida. Only one walked away alive, that one was Uthman. Mossad, as a favor to Uthman, who was a Sayan contact of theirs at times, tipped him. That gave Uthman the edge he needed. It was brief and messy. Uthman choppered out at night.
